HD-OD FRAMEWORK

What is the HD-OD Framework? A series of applications developed to address the issues, concerns, and potential opportunities present in rapidly changing communities. The HD-OD tools and processes help individuals and communities reach consensus and frame choices on issues of community values and individual growth.

The HD-OD framework enables social service, public health and economic development agencies to provide joint assistance to residents and businesses by maximizing physical changes as opportunities for upward mobility. HD-OD will shift planning for neighborhoods, individuals, families, small business and non-profit institutions away from being separate and episodic to an integrated ongoing process that simultaneously tracks changes to people and place over the medium term (3-6 years). This is the essence of the Human Development Overlay District (HDOD).



Community "change agents" are the local stakeholders, public and private proponents of the catalytic events and the vulnerable populations. Through HD-OD, each constituency will have access to the same information, provided by the HD-OD Community Change Center, which will enable them to have an informed response to ongoing local activities and be proactive in making decisions about their respective futures.

What are the Neighborhood Vision and Goals?
HD-OD supports an inclusive visioning process that engages diverse stakeholders and promotes consensus on local community goals.

How is Individual Growth linked to the neighborhood?
HD-OD will prepare and monitor Human Capital Plans for local stakeholders that link to changes caused by neighborhood development and restructuring.

What is the Action Plan?
Every HD-OD community prepares a work plan outlining local objectives and methodology.

What are the Measures of Success?
Performance evaluations of local and individual interventions are measured against agreed upon goals. This produces both individual and community "Report Cards".
