A critical component of the HD-OD is the Community Change Center (CCC). The CCC is the steward of HD-OD activities and information, the community-based vision plans and individual Human Capital Plans. The guiding principles for the CCC are transparency, accessibility, and "leveling the playing field," by providing timely and accurate information to all of the stakeholders involved in community change. Most importantly, it is designed to support the community’s most vulnerable population of individuals, households and small businesses so that they can make more informed decisions about their respective futures by seizing opportunities presented by changes in the community.
The CCC staff will be the eyes and ears of the of the district, to research and coordinate information relative to the catalytic events and the needs of the local population. They will train and work with resource providers, such as case workers and small business consultants, to support the community’s vulnerable population. As the repository of information, beginning with the community’s baseline, the CCC will track change over time, evaluate the performance of the interventions against the community’s households and small business’ own indicators and produce annual "Report Cards."
The CCC will assist its constituents by:
- Community Visioning: HD-OD community visioning works to establish consensus on community values, ideas for community goals and to test the assumptions made. Complex situations and decision-making is made accessible and understandable using 3D visualizations, information technology and the Internet;
- Information Access: Placing current and appropriate information in the hands of residents; stakeholders and resource providers; when it is needed and at times and settings that are convenient to them,
- Individual Growth: Coordination of Human Capital Plans through assessment, service plans, defining benchmarks, timetable and tracking progress,
- Evaluation and Accountability: Individual Report Cards, Community Report Cards.
