Astoria is working with the Environmental Simulation Center and the HD-OD Community of Learning to develop a framework for “Small Cities HD-OD.” In addition to supporting local stakeholders by developing a 3D model of the downtown and waterfront areas, Astoria is coordinating with local social service agencies to determine how the HD-OD can be integrated into their and City programs in the future.

Astoria’s experience and research will adapt HD-OD’s comprehensive approach to community-based and land-use planning for smaller communities in a method that can be replicated throughout the United States.
